Violations of Human Rights in Agriculture University, Faisalabad, pakistan,, Dr. Rana Iqrar Ahmad Khan”s wrongdoings

Respected Sir,
Subject: Violations of Human Rights in Agriculture University, Faisalabad during 2008-2012. (Wrongdoings of Dr. Iqrar Ahmad Khan, as Vice Chancellor)
I just want to bring into your notice some of the wrongdoings and Violations of Human Rights (other than Mr. Tahir Rasheed Khan’s Application, already taken notice HRC NO. 1112-P/2012 issued) of Dr. Iqrar Ahmad Khan, as Vice Chancellor, University of Agriculture Faisalabad, for bringing him to book under the provisions of relevant laws.
After completion of his four years tenure as Vice Chancellor on 27th Feb. 2012, now he have look after charge and trying for seeking an other tenure with wicked political intervention.
Attention is invited to recent judgment (Reappointment of UHS’s VC) of the Lahore High Court (Division Bench) under which it has been held that after completion of normal tenure, no person can act as Vice Chancellor even for a single day.
Moreover, the Honorable justice Supreme Court said in above case, Non-Controversial, highly qualified people should be appointed to such important seats. There should not be a whiff of Corruption around them so that no one can raise a finger at them. If the affairs keep on going this manner, people will lose confidence in the institutions.
Two hundred and four 204 regular employees of the University have already filed different Writ petitions in Honorable High Court Lahore, which is a clear sign of mal-administration, dictatorship and Violations of Human Rights committed by Dr. Iqrar Ahmad Khan.

Herewith attached file an audit report of a project (National Coordinated Research on Mango Crisis) run by Dr. Iqrar Ahmad Khan as Principal Investigator in the past (Appendix “B”) and his real brother Mr. Israr Ahmad khan CBR report. He had suspended from the CBR on the charges of Corruption (Appendix “C”).
Going through these reports, it will be sufficient to say that there is no doubt, they are dishonest and have no integrity.
Some of the Wrongdoings and Violations of Human Rights committed by Dr. Iqrar Ahmad as Vice Chancellor are as under:
(All documentary evidences, regarding Violations of Human Rights, dictatorship financial embezzlements/ corruption and mal-administration are attached)
1. Misuse of Powers.
A. He accorded anticipatory approval of the senate.
B. Chancellor/Governor Punjab decision, wrong and malafide acts managed by Vice Chancellor.
C. Selection board, last month of his tenure for 46 posts of Research Assistants in BPS-16.
D. Selection board, 72 interview call letters for last day of the tenure for different posts in BPS-18, 19 & 20.
2. He committed financial Embezzlements/corruption:
A. In accepting consultancy from an NGO in National Program for Improvement of Water courses in Pakistan without having expertise.
B. In Express Family festival 2012 (11-12 February, 2012)
C. In Construction Contracts.
D. During Golden Jubilee Celebrations (13-20th March, 2011).
E. In US- aid program named Endowment Fund.
F. In Farm Land Income corruption during 2008-2012
3. He promoted severe nepotism/ casteism in the institution since 2008 to date.
4. He appointed retired officials, did illegal promotions and paid heavy salaries to his blue-eyed faculty members.
5. He drew more salary than his entitlement as Vice Chancellor.
6. He committed severe irregularities in admissions of students on Sports Quota during 2008-2012.
7. He managed bogus written test for short listing of candidates and dummy selection board for the appointment of almost 50 lecturers on 20, 21 & 22nd June. 2011 to oblige the very blue eyed and relatives.
8. He managed to burn the whole records relating to construction contracts and Hostel renovation bills through fire.
9. He enjoyed on international tours with his Blue–Eyed faculty members in violation of austerity instructions of the Govt.
7. He neglected the evaluation criteria while determining the eligibility of candidates of Professors and Associate Professors to accommodate his favorites.
8. He illegally terminated the services of ad-hoc employees working since 1995.
9. He allegedly confined seven (7) female students and detained them for a period of almost eight hours till mid night and sexually harassed them.
10. He protected his blue eyed persons involved in the University Sex Scandal by hiding the findings of investigation report.
11. There are 204 writ petitioners filed against him by the employees and other persons of the University of Agriculture since 2008.
12. He provided wrong information to Human Right Commission of Pakistan in reply to writ petition of Mr. Tahir Rasheed khan.
Here are the details of the aforementioned issues:
1) Misuse of the Power by the Dr. Iqrar Ahmad, Vice Chancellor.
A. The Vice Chancellor cannot use the powers in anticipation of approval of the Senate. He can only use the powers in anticipation of the approval of Syndicate.
With reference to the letter no. A-5/403-08/4088 dated; 13:02:2012, the Vice Chancellor, University of Agriculture Faisalabad has misused the Chancellor’s Powers in anticipation approval of the senate regarding the new set up of the faculty of Agri. Economics, Rural Sociology and Division of Education & Extension under the phase of ‘Rationalization of teaching department’ in last week of his tenure’’ Why there was a need to do all this in big hurry, in last week of his tenure in a high state of emergency? It was;
· To accommodate his blue eyed persons as heads of the different departments.
· To create a justification for his real brother’s appointment, which possessed an irrelative degree in rural development program in the faculty of Agri. Economics.
· To victimize his opponents by transferring them to other departments/ stations.
· To allocate separate Budget/ funds for easiness of corruption.

B. With reference to letter No.GS (Univ.)13-9/2010-421 dated: 27-08-2011, regarding Chancellor/Governor Punjab decision about Dr. Anwar and Dr. Qamar-uz-Zaman cases of UAF, which indicate the wrong and malafide acts managed by Vice Chancellor through Syndicate, University of Agriculture, Faisalabad.
Moreover, during the hearing of this Petition, the Chancellor/ Governor Punjab recorded observations as under:
“It has been brought to my notice that there are many other cases in which indefinite leaves, paid or unpaid, ordinary or extraordinary, are lavishly being granted impacting the teaching system of the University. Let a report be submitted on all such cases for my perusal in chambers and for appropriate orders in this behalf. The response should also contain the relevant rules, notifications, policies etc. regulating the criteria permissible in that behalf”.

C. Almost 1689 candidates had applied for 46 posts of Research Assistants, BPS-16 in the University & they were informed that their interview had been scheduled to be held from 16th to 25th January, 2012 (the last month of his tenure as Vice Chancellor) It is very astonishing, that 227 candidates were interviewed just in two hours with the question of just “your kind name and thanks’’.
The interview was eyewash, whereas the list of selected persons has already prepared and most of such persons have already been appointed on ad-hoc basis. The evaluation and scrutiny of huge number of applications normally take three to four months at least in past. VC has appointed many people by using his emergency power (15/3) and thereafter the services of these incompetent people will be regularized. This type of act is sufficient to deteriorate institutes. Appointments made without adopting such procedure are not only illegal and unlawful but also against the public interest and Violation of Human Rights.
D. The University issued almost 72 interview call letters for different posts of Lecturers, Assistant Professors, Associate Professors, Administration officers, Librarian, Assistant Registrars, in BPS-18, 19 & 20 on regular as well as on Tenure Track basis to accommodate their very blue-eyed people without scrutiny procedure of applications. First time in the history of UAF, immediately after of the receipts of applications up to 31st January, the Interview call letters have been issued for emergent selection board for 25th February, 2012 (which was second last day of the tenure as Vice Chancellor).
It is very much clear on the point that the appointments of government functionaries should be made through adopting due procedure transparently. But in this case exact after one day of closing date interviews were conducted and lot nepotism was practiced. This is a heinous crime and misuse of Powers.
2. (A) Vice Chancellor accepted Consultancy fee.
As Vice Chancellor, Dr Iqrar Ahamd has signed many MOUs and wherever there was provision for appointment of Consultant, he put his name as consultant irrespective of the fact whether it belonged to his field or not. For example, he accepted Consultancy fee worth Rs. 12,27,000.00 from an NGO called AAB in project titled “National program for improvement of water courses in Pakistan”. The fact of the matter is that Professor Dr. Iqrar Ahmad Khan did not possess the expertise in the field of water management. Accepting this huge amount of Consultancy is illegal and unethical for a Vice Chancellor. In this project, he was just benefited by his fried Dr. Ria Niaz Ahmad who is also a counterpart in corruption games. This is s clear misuse of powers and rebuke of the sanctity of the position of Vice Chancellor.
2. (B) Express Family festival 2012 (11-12 February, 2012).
On the name of Mouj, masti and Maza two-day Musical concert, festival was arranged at the University Hockey Stadium with collaboration of Express TV, On February 11-12, 2012, during the full swing of final exams of the ongoing winter semesters. There were 120 stalls in the festival. Express group charged per stall from the vendors 1 lac to 3.5 lac. However, University got only Rs. 2,60,000. Where did the rest of public money gone? University’s approach road for the said festival was got repaired with the cost of Rs.2.5 lac in emergency. The expenditure of the University on electricity and management has on the other hand.
2. (C) Corruption in Construction Contracts
It is important to point out that the construction contracts were given to his real brother’s shelter firms or against commission to the Blue–Eyed firms. Mostly, above than 5.0 Million contracts were given to M/s Elcon Associates, M/s Mian Akhtar Ali & Co & M/s Wield Engineers. In majority of the construction tenders, only two firms participated in the bid and they have pooled always. (Proof, Minutes of 183rd Campus Committee meeting Appendix “F”)
I. University called Tenders for construction on 19-05-2009, the tender were issued to M/s Wield Engineers & M/s Elcon Associates. M/s Wield Engineers are not eligible to participate in the bid at that time. He was fraudulently made eligible by Mr. Rai Niaz Principal Officer of Engineering Construction Department (ECD). First time in the history of construction; tenders of a two-storey building were awarded to two different contractors: ground floor to one contractor and first floor to a second contractor. It is worth mentioning here that these tenders were awarded without proper documentation.
It is known to every body of the University that, when the construction corruption cases of the said authority were highlighted; different measures have been adopted to justify these allegations and manage the voice against the authorities.
II. It also very important to point out that a 3rd class construction material has been used in different construction projects of the University. For example the extension and renovation of University boundary wall going to reconstruct, the ‘darjasoam’ (3rd class) bricks were being used for the construction, which was completely collapsed during a wind storm in June 2011. The Vice Chancellor has awarded 9.0 lacs contract to his relative just for the white wash of the main gate for the Golden Jubilee Celebrations.
III. University called Tenders for construction of buildings at PARS titled Faculty of veterinary Sciences (PARS) Amounting Rs. 99.0 (Millions), Strengthening/ Up Gradation of Research & Educational Facilities Amount Rs. 130.430 (Millions). The two firms M/s Sundas Builders (collaborated firms real brother’s of Vice Chancellor) got registration/enlisted in University few days back from the tender opening date. They were made eligible fraudulently by the Vice Chancellor. On the opening of tender Blue–Eyed Contractor firm M/s Sundas Builders was found Lowest Bidder. But unfortunately Treasurer of UAF informed to the Committee that CDRs submitted by the lowest bidder M/s Sundas Builders with tenders is bogus/ fake. The Campus Committee has strongly recommended that legal action should be taken against the M/s Sundas Builders to Register an FIR, as well as black list from the University of Agriculture Faisalabad. University Legal Advisor was consulted, they advised “Criminal proceeding must be initiated against those involved in this act of fraud.” However, till today nothing has happened. No FIR has registered against M/s Sundas Builder and not notifies to other Universities, building departments and PEC (Pakistan Engineering Council) that said firm had black listed from the University.
IV. The above projects costing Rs.99.00 and Rs.130.00 millions were allotted to M/s Wield Engineers. The Vice Chancellor himself conducted meetings with Contractors before allotment of project and in this way superseded all the legal requirements.
The said contractor used substandard material and steel bars, as such; the Consultant, who was responsible to verify the quality and quantity claimed by contractor, raised serious objections and did not recommend payments. Instead of taking action on the observations of Consultant and issuing directions against the default Contractor, the Vice Chancellor terminated the services of the Consultant. On refusal for payment of Contractor’s Bills without verification of Consultant by the University personnel, the Vice Chancellor personally sanctioned the payment on provisional basis at his own responsibility. In this way, M/s Wield Engineer having close contacts with Vice Chancellor Dr. Iqrar Ahmad Khan, succeeded in getting payments of their Bills for substandard work. The matter regarding allotment of work to M/s Weild Engineers and payment of their bills on provisional basis under the sanction of VC is a proof of corruption of the Vice Chancellor.
The importance of Mr. Rai Niaz cannot be concealed in all these corruption issues as he is the front man of Vice chancellor. He has taken the charge of two posts: he is performing duties as Dean Faculty of Agriculture Engineering and Technology and secondly Principle Officer of ECD. There is no post of Principle Officer in the University Act nor in the Budgetary Documents. Dr. Rai Niaz has held the position of Principle Officer just because he belonged to the Vice Chancellor Biradri. Due to the extraordinary services of Mr. Ria Niaz, there is no Project Director and University Executive Engineer in the ECD. One Blue eyed SDO is performing as an EXN. The said PO is not an Engineer but has been empowered by the VC to accord Technical Sanctions of Engineering Cost Estimates. Also exercising technical powers of Project Director without have any Engineering Degree/Experience.

2. (D) Financial Corruption During Golden Jubilee Celebrations (13-20th March, 2011).
University of Agriculture, Faisalabad celebrated its Golden Jubilee in March 2011 by arranging a series of different events throughout the year with one-week of mega agenda “Spring Festival” March 13-20, 2011. During the Golden Jubilee Celebrations, UAF has organized an Agriculture Exhibition, Horse and Cattle Show, Fancy Birds and Flowers’ Show, Alumni Meet, IT exhibition and Food Mela. During these activities, the University administration had succeeded in the collection of a very huge amount from Higher Education Commission, Islamabad (HEC), PSF, PARC/ NARC, PARB, Endowment Fund Secretariat, Private Companies of food, Pesticides and many other government/Semi-government research organizations for these fake golden jubilee events. The whole year events costed many million rupees. The corruption was made under following heads through US Aid Program (Endowment Fund Secretariat).
· Repair & renovation bills of buildings (in construction)
· Fake Daily paid worker bills.
· Un-necessary invitations & three star hotels stay to blue-eyed.
· Fake bills of breakfast, lunch & dinners.
· Exhibition (installation, tenting & generator-electricity charges)
· Flower & Bird show fake bills.
· Horse & Cattle show (fake residence and food charges)
