Students get two more chances to clear matric exam Board of Secondary Education Karachi (BSEK)

KARACHI, The Board of Secondary Education Karachi (BSEK) has allowed all those candidates who could not clear their matriculation examinations despite exhausting all their five attempts — three annual and two supplementary exams — to clear their remaining papers in the forthcoming annual examinations-2012, it emerged on Wednesday.
It means that all those candidates who first appeared in Class IX annual exams in 2009 but could not clear their matriculation exam in the remaining four attempts made by them in two annual and two supplementary exams held in 2010 and 2011 would now have two more chances — the Secondary School Certificate annual examinations-2012 and its supplementary — to clear the remaining papers.
The Board of Intermediate Education Karachi (BIEK) had already given a similar relaxation to all those students of Higher Secondary Certificate examinations who had first appeared in their Class XI annual examinations in 2009 but failed to clear all papers in four more attempts made.
Sources in the BSEK and BIEK told Dawn that in all, 18,000 students — 11,000 of SSC and 7,000 of HSC examinations — would benefit from the relaxation offered to such students in compliance with the decision of the Inter-Board Committee of Chairmen (IBCC).
The BSEK secretary, Hoor Mazhar, issued a notification on Tuesday stating that the board’s chairman in pursuance of a decision taken by the IBCC in its meeting held on June 24 and 25, 2011 and the Sindh educational boards’ committee of chairmen (COC), which met on Jan 30, 2012, allowed all those students who first got themselves registered/enrolled in the SSC Part-I (class IX) in 2009 but could not clear all papers of the SSC examinations by 2011 to clear their remaining failed papers in the SSC annual examinations-2012.
All such candidates may now submit their examination forms along with required documents after getting them checked from the board’s relevant section latest by Feb 15 without any late fee, the BSEK notification said, adding that there would be no extension for submission of examination forms for such candidates.
However, when BIEK chairman Prof Anwar Ahmed Zai was contacted by Dawn to know whether the issue pertaining to the relaxation allowed to the students was debated in the COC’s meeting held in Hyderabad on Jan 30, he replied in the negative, saying that the decision was, in fact, taken by the IBCC in its meeting held in June 2011 and hence all the educational boards of the country were bound to implement it in letter and spirit.
Asked if such candidates were required to clear failed papers of their SSC and HSC examinations only in the annual examinations-2012 or they would get one more chance to do so in its supplementary exams to be held the same year, he said that it would be prerogative of those who would be declared failed in the annual examinations-2012, to clear their remaining papers in the supplementary examinations of the same year.
Earlier in the day, some members of the Private Schools Management Association (PSMA) had staged a protest demonstration in front of the Karachi Press Club, demanding the BSEK to comply with the IBCC decision of allowing two more chances to those who failed to clear their matriculation exams.

Karachi Matriculation practical examination 2012 ahead of theory Decision sparks debate among education circles

KARACHI: The decision of Sindh Education Department’s steering committee to hold matriculation’s practical examination ahead of theory has initiated a debate among educational circles. This would not be the first time for the education department to hold practical exam ahead of theory and same formula was being followed in the country till a decade ago.
As per the decision of the committee, practical examinations will be held between March 1 and 19 whereas theory examinations will start in early April.

Date sheet SSC Part-I and Part-II Karachi

SSC Part-I and Part-II Practical Date sheet Karachi

Supporting the decision, All Private School Management Association’s president Khalid Shah said that it was taken unanimously. When asked about the negative impacts of decision, he said that students would not suffer from it since all standard educational institutes rehearse practicals throughout the year and only those rehearsing practicals at the end of the year would suffer.
He further said that there is a lapse in present examination schedule as admissions for class one to eight, start soon after exams when a significant number of teachers are engaged in practical examination of matriculation, eventually hindering their proper attention toward fresh students. Now, after this decision, they can pay proper attention to the students, after getting done with the invigilation responsibilities beforehand, he added.
Board of Secondary Education Karachi Controller Examinations Rafia Mallah said that the decision was quite appropriate and timely. To a question, she said that the decision was in favour of both school administrations and students.
Mallah further said that usually schools and teachers are engaged in internal examination of class three to eight from March 1 onwards and meanwhile they could not pay heed to the students of class nine and as per the decision all students will be engaged in examinations at the same time.
She further said that the decision was also beneficial for students of matric class as they had to wait for around a month after their theory examination for only one or two practical exams. She said now, a matric student will get a three-month break for recreation or learning extra skills through short diploma or certificate courses. Besides this, she said, a prolonged issue of late results announcement will be eliminated automatically as results of practical examinations will be prepared a month earlier than former practice.
On the other hand, Saad, a student of class nine said that he and his fellows were in misery as they were focused on theory examination and now were bound to go through the practicals first. He further said that now they have to complete their journals, along with the lab practice on a very short notice.
A private teacher Sheeraz said that the decision has diverted the focus of students and to him, it was only in the favour of school managements.
Another school teacher, Nasir Afridi maintained that it would be quite an inappropriate decision saying, 75 marks, a mere 9 percent of matriculation’s total 850 marks are segregated for practicals and the former schedule favoured the students who could focus on theory examinations.
Arguments at both sides indicate that the decision makers should have a consensus with various stakeholders since positive or negative, this decision would caste its effects on 350,000 students of more than 4,500 schools.

matric exams BSEK claims improving facilities at exam centres

BSEK Karachi ssc exams 2012

On the second day of the matric exams on Saturday, the authorities claimed to have taken notice of some of the problems faced by students on the first day.

Taking action after a story on this issue was published in The News, controller examinations Board of Secondary Education Karachi (BSEK) Rafia Mallah summoned the superintendent of the Cosmopolitan Government School in Orangi. Students at the school had complained of filthy desks, lack of electricity and rude invigilators. The superintendent was directed to ensure that satisfactory facilities be provided to the students.

Additionally, in a survey of examination centres in Lyari and Saddar Town, the BSEK caught two students using unfair means.

The team comprised Chairman BSEK Professor Muhammad Saeed, Controller BSEK Rafia Mullah and a team of journalists. The team visited the Okhai Memon Secondary School, the KMA Girl’s Secondary School, the Government Girl’s Secondary School No.2 Mir Ayub Khan and the Government Boys’ Secondary School No.2 Gul Muhammad Lane Lyari Quarter.

The superintendents of the Government Boys’ Secondary School Gul Muhammad Lane and Government Girls Secondary School Mir Ayub Khan were directed by the board “to be vigilant”.

“A female superintendent and an invigilator of a centre have been changed,” said Mallah, adding that “the papers of the students using unfair means were seized and returned to the board,” she said.

“Of the four centres visited, two had electricity and two had functioning generators,” she said, ensuring that the students no longer had to deal with power outages. However, a student from Lyari, who requested anonymity, believes that the raid was nothing more than cosmetic.

“The clerks at the centres threaten the teachers; they warn them the centre is in Lyari, and that they’ll have to stay in Lyari too.”

Wednesday morning Gunmen prevent 250 students from appearing in matric exams

ssc exams Karachi
At least 250 students were unable to appear for their matriculation exams when unknown gunmen open fired on an exam centre in Malir early on Wednesday morning. The firing had continued unabated for almost 20 minutes, and had put the lives of the students under threat.

Roshan Ali Sheikh, District Coordination Officer (DCO) Karachi, has ordered Deputy Commissioner Malir to conduct an inquiry into the incident. “Apart from Malir, incidents of firing were also reported in Bin Qasim, Lyari and Mauripur,” he said, while adding that all sensitive areas will be guarded by security personnel for the protection of students.

Meanwhile, a source in the Board of Secondary Education Karachi (BSEK) claimed that the armed men were activists of the Jeay Sindh Quami Mahaz (JSQM), a nationalist political party that had announced a strike call for Wednesday.

Rafia Mallah, Controller Examinations at the Board of Intermediary Education Karachi, said that the affected students will be asked to give their exams on 8th May in the morning.

“We will not let them waste a year,” she stated. She added that after the strike had been called by the JSQM, law and order situation had been expected in three towns, which included Gadap Town and Malir, but that the board decided to continue with examinations.

“Why should all 15 towns suffer if there is tension in just three,” she said, while explaining that appropriate security arrangements had been made in the areas under threat.“An incident in one school out of several should not be reason to blame the entire board,” she said in defense of the board’s decision to hold examinations.

Unfair means cases

A BSEK team visited schools in the Gulshan-e-Iqbal town and found six cases of unfair means plus two impersonations from a single school.

An FIR against the alleged students from the National High School is registered. The superintendent of the center is also given orders to take strict measures for the elimination of such activities, or be prepared to be black listed, said a statement issued from the BSEK.

Other raids were also carried out by Mansoob Siddiqui, director private schools Sindh, in New Karachi, Malir Colony and Kemari.Another such case was found in the Jackson Government Boys School, Jackson Bazar Kemari.

14 cases of unfair means detected in matric exams Karachi

The concerned authorities for monitoring the matriculation exams caught at least 14 students involved in unfair means and seven cases of impersonation on Thursday.

The Board of Secondary Education Karachi (BSEK) sent a team headed by Controller Examination, Rafia Mallah, to three schools in Keamari Town. From the Government Boys Secondary School, Jackson Bazar five candidates were found using unfair means. Group of Pakistani-Americans have solution to education woes preparing video lectures of the Sindh Text Board’s science books

A group of Pakistani-Americans, settled in Silicon Valley, have begun preparing video lectures of the Sindh Text Board’s science books.

It is said that an idea can change a life, or in some cases, many lives. Project “learntive” is one such idea. Suhail Ahmed, a graduate from the NED University, has collected what he calls a bunch of “nut-heads” to begin a massive project that involves PhD teachers – Pakistanis at American universities – to prepare educational videos of the topics taught in the science curriculum of class IX and X. All of them are volunteers.

So far, one mathematics book of class IX has been prepared, and uploaded on www.learntive.com. The interface appears as a page out of notebook, and each sum is solved, with a voiceover of a teacher, explaining the logic behind each step. The second mathematics book will be uploaded by September.

The inspiration began from Khan Academy, a Microsoft and Google-sponsored idea of a Bangladeshi American, Salman Khan, who made 3,200 video lectures on various topics available on his website. Ahmed said the lectures were in English, and students from universities in Karachi were hired to translate them into Urdu. “It was good pocket money for them, Rs2,000 for each video.”

But after the 2011 floods, Ahmed visited the flood-affected areas, and he realised that generic lectures would not help matters. The post-flood situation with schools destroyed was frustrating students. “If there was one thing close to their [students’] hearts, it was their course books. They wanted to clear the matriculation examination with flying colours. The fact that there was no one to teach was making them bitter.”

This was when the idea struck. “I realised that the books of the Sindh Text Board were not so bad. We studied from the same books and have managed to do fair enough in life. It was only because we had good teachers who taught us well.”

Ahmed has worked with Microsoft, Oracle, CISCO, Walmart and now owns his own software house in the US.
Another of their teammate, Raaghib Hussain is the founder of a software company, Cavium.

Gradually, Ahmed was able to collect seven likeminded friends, who funded the project and prepared lectures as well. The lectures are available online, and for areas where broadband connectivity is not available, DVDs will be available.

This time when the learntive team came to Karachi, they met with Education Secretary Siddiq Memon. “We told him that we are some ‘mad men’, who will provide the education department with DVDs of the Sindh Text Board curriculum. He assured us that he will make them reach villages in interior Sindh.”

According to an initial understanding, when children take home a DVD, they will also be given an enrollment card, so that the number of students enrolled in the programme can be quantified.

The team believes that 465,000 science students of the matric board will benefit from their project. And once the project is completely launched, many problems including ghost schools, absence of teachers from schools, unqualified teachers and tuition culture will be overcome.

According to a UNESCO report, the quality of education provided by the public sector in Pakistan has been poor due to low levels of teacher competence, while the Aga Khan University’s Institute for Educational Development had pointed out that 70 percent of primary schoolteachers merely give 15 minutes to each subject in a 35-minute daily class.

“A class is taken only once, a video can be played again and again for better understanding,” remarked Ahmed.

Project learntive started under the umbrella of the Koshish Foundation, a nongovernmental organisation that has been working for education welfare by awarding scholarships and sponsoring student projects, particularly at the NED University.

Schools misuse practical journals: Board of Secondary Education Karachi (BSEK)

Board of Secondary Education Karachi (BSEK) has decided to collect the practical journals from the public and private schools, and deposit at the board office.
The board administration will further deem over the matter to resolve the issue and take out the middle way to facilitate the schools, said BSEK Controller Examination Nauman Ahsan while talking to The Nation.
He said that the decision was taken to enhance the transparency and quality of the examinations’ results, as there were some reports that the used practical journals were resold in the city’s market, while some private schools allegedly providing these journals to the markets. He said that numbers of reports regarding the misuse of practical journals by private schools were received at the board describing that the practical journals of previous years are being sold in the market. He said that the administration of the board was thinking over the issue and the middle way will be taken out within one or two days. He rejected the allegation that board is going to make money illegally by selling these journals.
BSEK PLANS TO EARN RS3 MILLION ILLEGALLY: On the other hand, some private schools associations have condemned the decision of Board of Secondary Education Karachi, and termed it as illegal, unjustified and against the sanctity of the education institutions.
Some private schools associations have reservations about the board’s decision, and pointed out that what kind of achievement the board wants to obtain by collecting around 400,000 practical journals from students. Criticizing the board’s decision, President Peak Private Schools Association, Sindh, Haider Ali said that BSEK has taken the illogical and unique decision, and said that board has bad intentions behind the decision. He said that board has no place to dump the large numbers of practical journals, while these journals will finally be sold, which will benefit the board of Rs.3000000. He said, “Board of Secondary Education Karachi has shown disbelief over the educational institutions; the board administration has insulted educational institutions, while this is the matter of only three marks. Earlier, deputy head examiners used to go every school for inspection of journals and laboratories etc.”
The peak president has warned the administration of the Board of Secondary Education Karachi that practical journals would not be submitted to the board office at any coast, and demanded that the board administration must take back its unjustified decision.

Students suffer as Board of Secondary Education Karachi fails to communicate decisions on time

The failure of the Board of Secondary Education Karachi (BSEK) to communicate its decisions on time about changes of centres and rescheduled papers is causing confusion and making students taking matriculation exams suffer.

Despite the widely published news of a change of a centre from The Metropolitan Academy to Shaheen Public School after an emergency press conference late in the night on Tuesday, the former centre saw a stream of students early in the morning.

“They did not know about the change. Most parents switch off their television sets and do not allow children to use the internet,” said Sharfuzzaman, director of the Private School Management Association.

It is expected that the change in the timetable for Class X students who are repeaters for English Compulsory Paper I, a subject only Class IX students attempt, will create similar confusion on Friday (today).

The board on Wednesday published a change in the timetable and postponed the exam date for repeaters from April 12 (today) to April 22.

“Students who do not yet know of the change will swarm up outside the centre only to be told to leave and come back later,” said Zaman.

Meanwhile, reports of overcrowded centres were received from Royal Grammar School, Sector 16 and Little Folks School, Sector 11½ Ghaziabad, Orangi Town.

The Sindh High Court (SHC) issued notices to the Chakiwara SHO, the BSEK and others on a petition seeking the issuance of provisional admit cards to 149 students so that they could appear in matriculation exams.

Mohammad Hussain and Ghulam Farooq submitted that their children along with other 148 students, who were studying in Bright Public School in Lyari, were enrolled for the exams, but the school administration failed to submit exam forms to the board.

They said the school administration informed them that school clerk Abdul Karim had fled with exam forms and Rs142,950 exam fees, and the matter had been reported to police.

The petitioners complained that due to mismanagement and negligence on the part of the school administration, their children were suffering.

A division bench, headed by Chief Justice Mushir Alam, issued notices to the respondents for April 12.

SSC Part II Science-BSEK
KARACHI: Despite the fact that boys bagged the top two positions like the last year’s examinations, girls continued to outshine their male fellows by securing twice as many ‘A-1 grades, the highest attainable letter grade, the BSEK results showed on Thursday.
About 72 per cent of the Matric science group students celebrated their success on Thursdayas they passed and managed to keep their dreams intact. The anxious wait ended for a total of 137,968 candidates after the Board of Secondary Education Karachi (BSEK) announced results.
To honor the top three position holders, a ceremony, presided over by BSEK chairperson Fasihuddin Khan, was organized by the board at its conference hall. The BSEK chairperson announced the names of students who topped the exams. Ammar Sarmad Khan, a student of Usman Public School, bagged the top position as he secured 791 marks out of the total of 850. The second position was secured by Syed Muhammad Usman Ali of Waves Grammar Secondary School located in Gulshan-e-Iqbal with 790 marks or 92.94 per cent. The response of Usman was exactly same like that of Ammar. He said the BSEK should now break the guess papers culture as the rotation of exam questions during every last five years makes it easy for anybody to assume most of the paper.
