HEC 2011-2012 budget will be reduced to Rs14 billion

The government will reduce funding of Higher Education Commission to Rs14 billion in the next financial year against the revised budget of Rs15.04 billion in 2010-11.
which has shelved many projects for paucity of funds, had asked for Rs15.827 billion to complete its ongoing projects, particularly the scholarship scheme for PhD students in the final year.
Out of Rs14 billion, the government has earmarked around Rs3 billion for stipend of students who are studying in various universities in Europe and America.The remaining Rs11 billion will be spent on improving the infrastructure, providing latest equipment and establishing new departments in various public sector universities.
An amount of Rs589 million will be utilised for launching new projects in universities and Rs600 million will be spent on PhD fellowships for 5,000 scholars, Rs1.8 billion on overseas scholarships for MS/MPhil leading to PhD in selected fields, and Rs150 million on post-doctoral fellowship programme.
Out of the Public Sector Development Programme of Rs280 billion for 2011-12, the government has proposed to double the budget of the Pakistan Atomic Energy Commission (PAEC) to Rs22 billion against Rs10.738 billion of 2010-11.
An amount of Rs15.497 billion has been allocated for Chashma Nuclear Power Project (C3 and C4) and Rs2.558 billion for Chashma Nuclear Power Project C-II, Mianwali.
An amount of Rs1.09 billion will be spent for launching new PAEC projects in 2011-12.
The government has proposed an amount of Rs35.291 billion for the ongoing projects of the National Highway Authority.
An amount of Rs1.5 billion has been earmarked for Islamabad-Peshawar Motorway, Rs1.2 billion for Islamabad-Muzaffarabad Road, Rs1.2 billion for Gwadar-Turbat Hoshab Section, Rs1.292 billion for Lowari tunnel and access roads and Rs2 billion for widening and improvement of N-85.
Only Rs2.209 billion has been earmarked for launching new projects in 2011-12.
For railway division, the government has proposed an amount of Rs14.5 billion as against the revised Rs7.072 billion budget of the current financial year. The entire money will be spent on the ongoing projects.
An amount of Rs2.10 billion has been earmarked for the damages caused to the railway assets during the December 2007 riots which had erupted in reaction to the assassination of Benazir Bhutto.
An amount of Rs2.05 billion has been allocated for procurement/manufacture of 202 new-design passenger carriages, Rs1.450 billion for procurement/manufacture of 75 new DE Locos Risalpur and Rs1.2 billion for replacement of old signalling gears in Khanewal-Shahdara section.
An amount of Rs40.1 billion has been allocated for the planning and development division as against the revised Rs5.145 billion of the last year, Rs6.984 billion for finance division as against Rs7.873 billion, Rs18.097 billion for Kashmir affairs and Gilgit-Baltistan as against Rs15.308 billion and Rs10.023 billion for states and frontier region division as against Rs7.893 billion of the previous financial year.
